Recognizing Governance and Institutional Puzzles


In this lecture Professor Douglas Allen talks about institutional puzzles: how to recognize and explain them. He revisits the concept of efficiency and offers a new way of looking at economic questions where no behavior or phenomenon is labeled as "inefficient".
